It is called Ubuntu Essentials and it is a site dedicated to Ubuntu, and specially focused on the Desktop applications of Ubuntu.
It has a nice categorized list of contents which includes.

- Commercial Software
- Games
- Graphics
- Look and Feel
- News
- Office
- Ubuntu Essentials
- Utilities
- Video
- Web
- Wine Working Applications
And sub-categories inside those categories, you will find lots of tips about Desktop apps, and descriptions as well.
Their articles how ever are more informative rather that "How To" install and/or use those applications, but it is still really useful, as you can find on this site, the application you may need to achieve some task, and learn later how to install it.
